O que se contrata

The study aims to assess the conditions for establishing of a European open-source digital marketplace for AI applications for the agri-food sector. The proposed platform should enable users to discover, compare, test and adopt AI applications in a transparent and trusted environment. The study will examine the technical, market and governance conditions needed for its effective implementation, taking into account of existing digital infrastructure, governance capacities, interoperability requirements and other relevant EU initiatives. In particular, the study will analyse current market dynamics, assess existing open-source platform solutions, review application interoperability, explore mechanisms for evaluating AI applications and assess the potential of AI-driven search capabilities, including semantic, conversational, and agentic approaches. Building on this analysis, it will develop and compare conceptual options for the platform’s design and operation capable of addressing these needs. The study will also propose interoperability frameworks and reference architectures for a platform that supports data exchange, switching between applications and integration with existing systems such as Farm Management Information Systems, and avoidance of vendor lock-in. It should pay particular attention to farmers as end users and to start-ups bringing products to market, with trust, transparency and ease of use as guiding principles. The findings will inform Commission decisions on the platform’s potential design, implementation and follow-up actions. The study should also identify required public and private investment, propose governance and business models for long-term sustainability, assess suitable existing and future policy instruments, and provide clear policy recommendations. More broadly, the findings should contribute to innovation uptake, a stronger Digital Single Market, enhance agricultural competitiveness, foster the growth of European start-ups, and improve farmers’ position in the value chain.
